Sorry, that wasn't necessary.

Do you know if the "Power Cap Policy" will keep the system from getting past
the POST?

If it was a used Ebay purchase they probably don't know how it was set up
and should probably clear all that stuff out anyway.
I would follow the instructions on how to reset the iDRAC back to factory
default settings.

Whole Error, I would include the whole video I received but it was in MOV
format and huge, I also felt myself get older as I transcribed it for you :)

AMP0303 System board consumption current is outside of range. Contact
Support.
