I would agree for the most part but we had a few servers that were not kept updated for whatever reason. Getting them to where they needed to be was a royal pain. In order to stay PCI compliant/certified we have to validate OS & software. For any outstanding audits we have to provide exceptions as to why something isn't PCI compliant.

Unless you need support for a new device, I rarely found the slow package update cycle to be a problem for servers.  For production servers, you generally don't want to be upgrading packages willy nilly unless you've got a specific reason, like security updates or needed functionality.  Once it's stable, let it lie.
