A /64 would be split into two /63's, since we're talking about bits.  If you want to split a /64 into a million subnets, you'll have to use /44's.

That is not how IPv6 nots are split. 

A /64 is 2001:0470:b837:ece0::/64

A /48 is 2001:0470:b837::/48

You see as you add more length to the address the bits get greater. You can not subnet an address beyond /64 because the rest of the address space is used to auto configure address devices based on MAC address. 

Technically a network can be broken in bit lengths between /48 and /64 but it is not recommended.
