I am not sure why you would want POTS service these days, but the quality between Cox and Century Link is pretty much the same and those are the choices in Omaha.  If you have Cox for Internet or TV you would save a little bit of money by bundling the services.

If you just want to have a home phone line to use for a cordless phone and have AT&T or Verizon for your cell service they both offer a home add on device for about $9.99 shares your minutes and lets you plug in a cordless phone or whatever.  I don't know if it works for FAX machines.  

Of course there is Vonage or the like that is VoIP which uses your internet connection.

These are just a few ideas for you.
