[olug] starting broadband ISP, any suggestions?

I am looking for little to no rain fade in say at most 6-10 miles. what
would be the very best setup? as I said before, money is not an issue. he
would like business class internet, and there cannot be horrid outages. I
will also be administrating from a distance as I work in council bluffs.
