That sounds like the PowerBoost kicking in for the first few seconds of
transfer (or, alternatively, the BW cap kicking in after a few seconds).

Still, congrats on the inexpensive upgrade.  What did the Docsys 3 modem
cost?  (Did you ever reply with the make/model?)
