There is an project on google code called omaha.  IIRC, it can push
out windows binaries.

We have a windows application in C# that downloads files using
Background Intelligent Transfer Services. Some users complain that
when they use our application they get "GoogleUpdate.exe -
ApplicationError" and message
"The application failed to initialize properly (0xc0000142). Click on OK to
terminate the application.". Since our application is using Background
Intelligent Transfer Service is it interferring with Google Update.
