I don't see this as progressing backwards, I see that we are running out of resources, therefore, as supply and demand will dictate, you raise prices to stem the demand to ensure good product (i.e. fast connectivity in this case) while maximizing profits.

If additional infrastructure were put in place this would be less of an issue. Some technologies are definitely helping (someone discovered a way to get 10x+ the through put on current fiber technology about 18 months ago), but even so the investment into said infrastructure has to be paid by someone while still keeping the investors happy.
