He might still have a few, otherwise eBay would be the next best place.  There's one excellent IBM reseller in Lincoln called LapkoSoft. They sell on ebay but they do offer local pickup and their auctions are often buy-it-now.  Two thumbs up from me.

If we're limited to a 19" rack, then I think limiting the servers to 4U is a
good idea (including height of shelf - those lips can be a buggar to work
around).

If the location is flexible, I'd vote for the bakers rack so we can
accommodate older spare hardware servers.

With Reboot The User gone, I don't know where to point someone to buy an
entry-level server?

If space isn't much of an option, I'd push for both rack options but reserve
the true 19" rack for rack-mount equipment only.
