I've noticed that as well, the problem is that some towers are too tall to lay horizontally on a shelf.  I shelved a midtower in a 19-inch rack and I was literally pushing to get it past the screws connecting the shelf ears.  The tower ended up with lovely scratches all over its black case.  Not exactly my brightest moment.  I think the variance in tower height would end up causing more trouble than it's worth.

If we have cage space, I'm all for the bakers rack approach, but for liability and space issues shelving towers should be a no-go.

Most towers are 4U or less when sitting on their sides. At least the
ones I have are.
