Yes, the office space is definitely an unnecessary expenditure.  I
think just going with a cage in an existing facility (CoSentry) would
be the most fiscally-sensible starting point.  We can still bring in a
link to the provider of choice via the backhaul, and we'll have all
the physical infrastructure already provided by CoSentry (raised
floor, air handling, power conditioning, just a few of the things we
wouldn't have in an office space).
