The other solution is to simply create a HOSTS file.

However, I think the problem is that the Windows hosts aren't going
out of their way to broadcast themselves because you don't have a DC.
You may have to go to each Windows box and add your WINS server. In
that case, a HOSTS file might be the easier route, but it won't
auto-update.
