some random thoughts

I had problems with knetworkmanager before I think they had issues with it
in kubuntu 8.4  I just installed wicd  using a cable. then was able to use
the wireless with wicd

can you use "ifconfig" with out going sudo in the terminal?

location of
/sbin/ifconfig

I did a $PATH in terminal and have this
bash:
/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games

might want to check your file permissions on those directory

or maybe the user needs to be added to a networking group.
