I actually just started looking at this for work.  We were looking for an alternative to Sharepoint and Novell Teaming.  This may fit the bill...for work.  I will have to see if I can squeeze it down into just what I need for this customer.

Have you looked into Alfresco?  http://www.alfresco.com/

It offers a web interface that you can upload files into.  Those files
can be converted, stored for revisioning, put into a workflow process,
etc.  They can be moved to a download location.
