 From the looks of the log, you're connecting successfully, then getting 
disconnected before the command can run.  Have you tried sending 'kill' 
for all the users' processes, instead of just reboot?  Secondly, on some 
systems /sbin isn't necessarily on the users path, so you might try 
sending /sbin/reboot if anything...
