If you go into KDE and turn off the sound system again, does the "dd"
command produce any static sound or does it still say "device busy"?

Command:
  sudo dd if=/dev/urandom bs=1024 count=2 of=/dev/dsp

If that doesn't produce any sound, I would start to suspect that it didn't
detect your sound hardware correctly.
