Nope. This has nothing to do with your particular setup, it's simply a fact of life when dealing with interlaced video such as DVD. I do a lot of video encoding, and even the encoding filters that run at 2fps don't do an adequate job. Commercial DVD players that don't have this problem are using their own highly optimized, very proprietary filters. 

You have two options: either hook up your computer to an interlaced screen such as a TV, or buy a hardware decoder card like a dxr3 (don't support sigma by buying a hollywood+, they were selling a product based on stolen GPL code from Xvid.)
