It depends on the use of the server. If you have requirements for
applications, i.e. xvnc etc that want libraries/executables/etc installed
then yes.

For File/Email/DNS/WWW/Database servers, X probably not.

Example of Server needing X: Gentoo installation for a Tribes1 server
running under wine, that needs/(will not run without) a place to display
the console.
