For $400, you're not going to put together a server when you need that
much stuff.  It's doable for $500 if you make heavy use of eBay.

Otherwise you're just going to end up with a workstation with no monitor,
in which case you're gonna be able to do it for less than $300:

512MB Crucial DDR266:            $110
Chieftec DH-01B case with power: $69   <-- Same basic chassis as the
                                           Antec SX6xxII and a hell of a
                                           lot nicer than that designer
                                           junk DIT sells
Biostar M7VIG Pro:               $69
Athlon XP 1800+:                 $65
Fan and heatsink for CPU:        $4
DLink DFE-530TX+:                $9    <-- This only because I can't tell
                                           what ethernet chip is used
