I can't say for sure where you picked it up, but I'm assuming it's
related to the old Usenet 'Ob-' prefix, meaning Obligatory (and/or
Observation, though this seems less common).

I've seen it used in numerous ways (including similar to how you did)
for example: ObFlame, ObHack, ObDefinition, ObSpelling, ObCorrection,
etc.  It seems particularly common for making "off topic" comments or
notes in a discussion, or for making an "on topic" comment in an
otherwise off topic discussion.

That's just my personal experience with it, though. ;-)
