I would suggest investigating phpGroupWare[1].  It's an extremely
impressive bit of software that is being developed at a very rapid rate,
and already supports most common functions.  I've only played with it a
little bit so far, but I was honestly amazed at how well it worked, and
even more so at the number of phpGroupWare applications that have been
developed to work with it's API. Just from what I played with, it
handled e-mail, address books, calendaring, todo lists, forums,
something of a trouble ticket system, and more.
