[olug] shocking case

Last night I opened my ATX case to add a hard drive. 
I shutdown the box and unplugged the power before
opening the case.

The case gave me a mild shock.  10 volts DC says my
meter.   This was there on the hard drive cage, power
supply, and the bottom of the case.

I left the box off all night.   In the morning there
was no voltage on the case.   I turned the box on.  No
voltage.   I left the box on for an hour while I
copied some files off.    At the end of the hour the
case was electrified to 7 volts.

Please help.   Where's a good place to buy a new case
(with power suply)?  What could have caused this
shocking behavior?  I bought this case in December
2000.   There are not any loose wires etc etc.
