I've been using Dia (http://www.lysator.liu.se/~alla/dia/) for a few
months and quite like it.  In many ways, I find it more intitutive than
M$'s Visio.  It also imports (and exports, too, I think) xfig diagrams.

I'm not sure it has all the templates that you want/require.  And I'm not
sure how xfig saves them, either.  It should be possible to right a small
util to convert them back and forth (Dia uses simple XML files as it's
file format).
