I remember having to do this for EFnet a while back.  Let's see if I
remember . . . 

To check if it is running:  type "ps aux|grep ident".  This will list
*all* the processes and find any string that matches "ident".

It probably isn't running, though, if you can't connect to IRC.  The next
step is to edit your /etc/services file and see if ident services are
turned on.  Edit it as root with your favorite editor (which should be vi,
but hey . . .) and do a search for "ident" in the file (in vi, it's
"/ident", in anything else I don't really know).  The line is probably
commented out (has a "#" at the beginning of it).  Just removed the "#".  After
that, I'm not sure if you have to restart inetd or if it now "just works".
Try connecting  - if that doesn't work, stop and start inetd (or reboot, if
you are more comfortable with that).
