Thanks!   I didn't know that you could check VT3 and see the actual error
message.  That would have been nice to have in the docs.

I've encountered this problem when doing a redhat ftp install as well.
After you get the "File not found" message change to the 3rd VT (Alt+F3)
and you'll see something like:

Transferring file ftp://{IP address of ftp
server}//pub/linux/Mandrake/7.0/Mandrake/base//Mandrake/base/mdkinst_stage2.gz


or something to that effect.  Notice the extra slashes and directories.
The problem is that the install program leads you to believe you need to
list the full path but tries to be smarter than it actually is.  Fiddle
around with what path you enter until it comes out correctly and it should
work find. Hope this helps.
